Use the option "Element Wizard" in the Kickstarter ...

It will allow to select a tt_news_cat from any page in your site-tree.

Hopefully each user will just see his tree.

If you want a selectbox which displays all elements from all pages below
a certain one I don't think there is a possibility to do this without an
extension ...
