[Typo3] Check if there's content

I've found something like this :

rsp.news = CONTENT
rsp.news.if.isTrue.numRows < styles.content.getBorder
rsp.news.wrap = ICI <br /> |
rsp.news < styles.content.getBorder

but how can i wrap all of the border content in something ? cause i need 
some gfx around but only if there's something ?
