[Typo3] RTE doesn't look at overrule settings

Hello list,

the RTE is giving me a headache. I've looked into the documentation on
how to disable conversion of <br>'s to <p>-tags. The overrule just
doesn't seem to work. I've looked into my template record, in which
everthing looks ('root' set and stuff). The RTE just doesn't seem to
take overrule settings. My current version on which i'm working is
3.6.0. Is this a version related problem ?
