[Typo3] Hiding untranslated menu items for whole site

Set:
TCAdefaults.pages {
   l18n_cfg = 2
}

in the TS-Config of the Backend-Usergroup or of the Backend-User.

You find the TS-Config if you edit the BE User(group) at the bottom
("TSConfig:")
