[Typo3] TV, FCE and TS

Hello *,
yesterday evening i was chatting in #typo3 at freenode.org
we were discussing about the best way to put some content visible in all 
pages, like for example a search box in a sidebar, or a who's online box 
or whatever.
people told me to implement it using typoscript, and i think it is cool 
but i would probably need to add a <div> in the template everytime i 
decide to add a box, and remap TO/CS.
or i could directly edit the CS xml...
wha's the best solution in your opinion?
