[TYPO3] how to make a different horizontal menu

My menu has to look like this all the time:

General     Teams

About       Soccer
Contact     Tennis
Members     Swimming

So all menulinks in level 1 and 2 must be vissible all the time. Is that possible?

I have a problem with a horizontal menu I'm trying to solve.

My page tree look like this:

- General
   - About
   - Contact
   - Members
- Teams
   - Soccer
   - Tennis
   - Swimming

And so on...

I would like this page tree to look like this on my site:

General     Teams

About       Soccer
Contact     Tennis
Members     Swimming


How is this possible? Can anybody help me or point me in the right 
direction?
