Looks to me like you could achieve this fairly simply with CSS once you get
TYPO3 outputting an html list-based menu.
The page here gives you some TS to make a nice, accessible list based menu:
Then you'll need some (admittedly fairly good) CSS skills to render the
individual lists side by side. Should work fine though.
I think you'll have a pretty hard time making TYPO output the design you
want using tables, and anyway, tables really shouldn't be used for layout in
