[Typo3] Make new extension issue....

Hi, I've browsed some of the mailing archives but found nowhere a 
solution to my problem, which is:
I try to make a new extension according to the "Creating a basic 
extension" tutorial. But I cannot find (and I really tried :-(  ) the 
"Make new extension.." in the Ext Manager drop-down list.

Is there some setting (typo3 variable) which I have to set?

I am using the quickstart-3.8.1.zip distribution archive  + firefox on 
windows...
