[Typo3] [TYPO3] How to set TSConfig only to site root?

 Hi,

I think there is too much in root page (pid=0)
and I have read
http://typo3.org/documentation/document-library/doc_core_tsconfig/gt_MOD/

mod.web_list {
   listOnlyInSingleTableView = 1
 }

I think this should be set. But I don't know how to do it without
alter any tsconfig of the user.
