[Typo3] tt_news Installation not allowed in path typo3/ext/

I imported it "Local" instead of "Global" and everything seems like it 
imported without errors.

When I check for loaded extensions, the tt_news latest version is indeed 
the one that's loaded, but the "Loaded Extension Type" says "Local GL" 
with GL in red.

What's the difference between Local and Global?  And why is the GL in 
Red?  Is this proper?
