[Typo3] how can the backend user clear cache?????

He need not to clear cache in the described case. All you need to do is
to add to the TSConfig of the page with news items:
TCEMAIN.clearCacheCmd = xxx
where xxx is a comma-separated list of page UIDs that you want to clean.
When user saves news items, cache for those (and only those!) pages will
cleaned automatically.
If you still want him to clear cache, he can do it from "Edit page
header" if you add the following to his user TSConfig:
options.clearCache.all = 1
options.clearCache.pages = 1
There is no need to install any extension if you simply read Typo3
documentation.
