[Typo3] Problems with Image Properties and RTE

Thank you Peter for pointing that doc to me.  :)  I uninstalled RTE 
completely, now rtehtmlarea does show in IE...

however now I am still having problems as mentioned before in Firefox 
and now in IE:

In Internet Explorer, the "Insert Image" button on the RTE buttons area 
does not even do anything.  You click it and no popup window appears at 
all.  Why is this happening?
