[Typo3] what is the core api function to convert LINK to html tags ?

I'm trying to instantiate the t3lib_parsehtml_proc
to use rte_links
with no success
i can instantiate t3lib_parsehtml
but no t3libparsehtml_doc

please help, i need some code samples
to convert to HTML RTE tags like LINK
with my extension
