[Typo3] Can I safely remove [DEPRECIATED] record from static_template?

Hi,

I am using 3.8.1, I found a lot DEPRECIATED records in static_template.
Can I safely remove them and what are they replacement??

Specially about the "language.**" records, are them replaced my csh_** ext
??
