[Typo3] typo 3.7 plugin manager problems

I am trying to add a direct mail mailing list to my
site and have plugin_mgm and direct_mail installed on
typo 3.7 on linux. I get the web-plugins link in the
left menu, but it does not link to any plugins.

Please could somebody advise?
