Simple - I don't know. Seem not to work.
I tested

options.contextMenu.pageTree.disableItems=new_wizard
options.contextMenu.pageList.disableItems=new_wizard

I have used

options.shortcutFrame=0

I just expected that also this option could work.
BTW. Why you want to disable the wizard?
