[Typo3] changing the 'memory_limit' to 16 with ini_set()

I don't know how to change but 16 is not enough for all extensions with 
Typo3 3.8.0. I have found problems with these extensions:
* indexed search needs  more - doesn't work at all with 16 MB
* TER update check needs more - doesn't work at all with 16 MB
* CHC forum sometimes need more
