[Typo3] should constants editor be available for normal users?

I also think it has been requested before. And yes, I do think it would
make sense.

IIRC somebody(bernhard kraft?) already provided a way to set
constants/TS in the page-TSConfig that will be somehow then included
into the "rendering" TS.
