[Typo3] stat_apache_logfile, apache, MS-Windows

Hi List,

Maybe a dumb question, but i try to get a logfile written on a
MS-Windows system running apache and typo3 3.7.0.

Adm-Panel gives me a
'Writing to logfile: Error - logFile did not exist or OS is Windows!',
but why?

What is the reason that typo3 is not able to write apache-style logfiles 
when running apache on MS-Windows?
