[Typo3] utf8 link problems- very mysterious

Hi,

I have set up an Installation with utf8. utf-8 as Database and utf-8 in 
FE and BE. (conf.forceCharset = utf8).

Links making unexpected trouble.

tt_contetnt.bodytext: This <link 3>is a Test</link> Link.

That leads to a clickable link for de and en. But for tr the linktags 
output is htmlspecialchars'lized.

I haven't any explenation.
