[Typo3] Extension rating

If you take an average rating it doesn't matter whether 2 people voted
or 2000. Also the less used extensions are usually for specific
situations, so if you need something like that you'll probably search
for it anyway.
A rating system would be very handy for the more used extensions, since
there often are multiple extensions that can basically do the same thing
or seem to do the same thing from the. A rating system would mean you
don't have to try them all to find the best one.

There already is a popular section on typo3.org, which list the most
downloaded extensions.
