[Typo3] 2 tier Dynamic Menus

Without the first line it breaks, however if I remove the entry level it builds both menus. The only problem now is its sitting on site root when I need it to sit on tier 1
I have tried subparts.NAV_LOCAL.entryLevel = 1
But then it stops working completeletly

Hmm, it all looks correct.

Have you tried removing this? If I understand the TSRef correctly, this would create a menu with just one level, i.e. the "outermost" (although I'm not sure what this means exactly).
Do you have some output or none at all?
