[Typo3] No thumbnails are created

For the benefit of others reading this thread who may think it is strange Dmitrii having problems getting a fully functional TYPO3 installation running because of things like not being able to even get the statics of IM accessible.

I wanted to chip in and confirm that this 'cheap host' / 'multi level reseller' / 'extreme hands tied' or 'unskilled' or 'paranoid web hosts' is VERY common throughout many non europoean countries. We have been searching for locally based hosts who offer even a reasonable service and despite the hundreds proporting to offer good service actually they all suffer from varying degrees of frustration when it comes to actually working with them.

This is not an isolated problem and is largely to do with greed infrastructure costs and therefore it is hard for anyone wanting to set up a decent hosting service in the first place. Those working in Western European countries and the US will not find this but anyone outside will see it always.

Just a gentle reminder that huge parts of the world suffer from a lack of such luxuries...
