[Typo3] Wrap tt_content with tt_content

Hi list

How can I use TS in the setup to wrap all instances of tt_content with a specific tt_content (uid=123). I.e. placing this specific tt_content in the bottom of all tt_content´s (I´ll use for a toolbar to all logged in BE-users, and I wan´t to create the toolbar with page_php_content).

Hope I have explained this logically....! :o)
