[Typo3] Hidden TS template still used

Hi list

Yesterday I noticed the following strange behaviour:
I have created a new layout for a Typo3 site.
When I go to the site everything looks fine, however when I went to the site after being logged in as admin in the BE, the old layout is shown.

It turned out there where to root templates, from which the first was disabled.
Apparently when logged in as admin this template is still being used (only for the user admin, any other user with the admin flag doesn't have this).
Can anyone confirm if this behaviour is a bug or a feature to implement a new design in a site?
