[Typo3] Coding guideline: When en when NOT to use/build extensions?

The problem is distributing it. Extensions are TYPO3's only way of 
sharing libraries, interfaces, ....

Perhaps having a secondary extension system would work. A system for 
distributing php libraries etc....inside TYPO3???
