As Michael says read the ' installation and upgrade'  carefully and 
.htaccess the install folder.
For speed look also at the usual php accelerators, MMCache seems to be the 
current preference.
Check also your permissions like write protecting the whole typo3 folder. 
Search the docs. Kasper has written a couple of pages on typo3 permissions.

If you get some more helpful current hints from searching google and 
typo3.org try putting them together into an FAQ.
