[Typo3] phpMyAdmin ext install problems

Try this:

>From the BE

- Tools->Installation
- option 4: All configurations
- make a search for "allowLocalInstall"
- check it if it's unchecked
- now u can install it locally by TER

As u should see, the earlier parameter is "allowGlobalInstall", u can play 
with this two ones to find if it is only a configuration problem or what.
