No idea about T3 SBTour. But some thought about you challenge:

1) If you would config as suggested with TS it would only enable/disable 
the admPanel but not prohibit the page to be published when invoked from 
an other page.
2) The query is: if a page is limited in access it should not be 
generated when publish.
3) Any additional markers: e.g. page containing USER_INT or nocache...

So a solution would be to extend tslib/publish.php to your needs. We did 
this for a customer to work with REALPATH utializing .htaccess. I 
published that at typo3.dev.
