[Typo3] Disappearing Quality/Effects/Frames option boxes in Pagecontent

You dont need to remove that extension in case you need it. Instead edit 
   the File pageTSconfig.txt from the extension itself and enable 
image_frames like this: TCEFORM.tt_content.image_frames.disabled = 0.
