[Typo3] Problem with RealURL and v3.8

that seems to happen only, if you have no syslanguages defined in your TYPO3
installation. But I would also consider this as a bug because this error
message can be avoided easily.
As "hotfix" I would recommand to create one language record in the folder 0.
