It should *not* be possible from TYPO3 at all since it should involve
some administrative privileges.

Re RPM, should be doable.  I was thinking of packaging TYPO3 itself for
ALT Linux, if the rest is done OK then can try to find the time and help
with the specs and package scripts (%post most notably here).
