[Typo3] Removing Rights from HTML content blocks

I have been digging through the boards and search pages looking for a
solution to remove access to HTML content blocks to just a specific
group.

I realize user(group)vTSConfig will be the easiest way to achieve this.
But I have no idea how to carry it out.
