[TYPO3-dev] Extending sys_file_metadata/permission problems

The permission check for accessing/editing metadata has a special approach.
But it depends on the fact that the editor can access the file in the
storage (correct file mount permissions) and is allowed to view and edit
the sys_file_metadata tables (be_user/be_group access permissions).

This is all provided by the core, it makes it possible to let editors edit
the metadata and prevent that they can edit metadata records of files they
are not allowed to access.
