thank you for your reply! 
Yes, of course, i created an extra BE Group with all possible rights excepted admin flag.
Yesterday i have installed an nearly blank introduction package and installed the media extension for testing the behavior on an "naked" system to avoid any misconfiguration by myself and i could reproduce the problem.
Maybe any other suggestions??
