Please, first upgrade to the latest 6.2.x version (6.2.15 at the 
moment). The issue might have been solved in that release and you will 
be a lot closer to the code base that the developers are working on.

You can ask in our Slack channels (if you haven't registered yet, go to 
https://forger.typo3.org/slack ); there are a few people working on DBAL 
issues. You can probably help them find the cause of this issue.
