[TYPO3-dev] making fe_groups editable for non admins?

Hi,

I wonder why non admins are not able to edit a fe_group. I get the error
message:

1: Attempt to modify record 'test' (fe_groups:8) without permission. Or
non-existing page.
or
1: Attempt to insert a record on page 'Groups' (1002) from table
'fe_groups' without permissions. Or non-existing page.

The user is member of a be_group that has read (listing) and write
(modify) access to the table 'Website Usergroup' (fe_groups) and even
when adding the user to a be_group that has read and write access to all
tables I get the same error.
I tried editing fe_groups in another TYPO3 v6.2 project where editing
went without problems.

Is there an option by TCA, TypoScipt etc. that disables editing of
fe_users and fe_groups?

One additional info: I can see existing groups but the Wizzard does not
show fe_groups and fe_users when adding new items in list mode. 

Any suggestions?
