[TYPO3-dev] mm_forum extension: How to restrict to user to create a New topic

Thanks Bastin on quick reply.

I am a PHP developer can modify source code of mm_forum but could you
please let me know is there any example how to write hook for other
extension.
However, I am familiar to create new extension only.
