[TYPO3-dev] switchableControllerActions: The action "index"is not allowed by this plugin.

Problem solved!
All issues were caused by illegal flexform values (field
switchableControllerActions) stored in database. Reassigning the values
in BE or creating a new plugin will correct the values and everything
works as expected.
