[TYPO3-dev] No absolute link for href tag

Hi,

I have a problem with Typo3 6.2, I have a template which generate link 
like this :

<a href="#target" title="My target">

But the link is not rewritten by Typo3 and when I click on this link I'm 
always redirected to the home page of the website because there's no 
absolute path.

If I'm on the page http://www.test.com/page1 the link should be like this :

<a href="http://www.test.com/page1/#target" title="My target">
