[TYPO3-dev] Extension Loading Order (sysext vs. local installed)

Yeah, i used that already.
It seems, that the typoscript template within the rootpage does'nt accept the correct order.

As far as i understand the current template requires the checkbox "rootpage" set, but i do not find a
rootpage option inside of the page properties. If i change the setting "Static Template Files from TYPO3 Extensions:" to "never include before this template record" everything works fine.
Maybe the system was not updated properly to TYPO3 4.5?
Any ideas how to get the rootpage option visible in the page properties?

I am logged in with administration authorization so this rootpage option should be visible if it exists, should'nt it?
