[TYPO3-dev] mod.web_layout.menu.function.2 not working

Hey guys,

I'm having some problems in the backend config.
It looks like mod.web_layout.menu.function.2 = 1 is not working.

I'm trying to allow the language select field in the BE for editors but the code above is not working.
I do get it when I'm admin but the editor just isn't getting it.

Any one got any ideas? It looks like a bug but I'm not sure.
