Because the code was completely rewritten (in contrast to the old "new" em 
which was just a new UI).
Implementing the features takes time and results in more code that is error 
prone.
The old dev features were not very stable and broke once a while. Dev 
features is nothing that is needed on usual installations (and actually 
should be removed for live site).

If you are a dev, then please download a few dev tools (e.g. extdevel which 
would need some love too).
You can use the ext tools linked several times already to upload an 
extensions.
Or you can use the upload at t3o once it is released.
