[TYPO3-dev] upload to TER complete althoug seemingly failed

Hi,
today I tried to upload an extension (t3events) to TER. The Extension 
manager showed an error message (unable to upload, no connection).
After several attempts I detected that the file ext_emconf.php had been 
updated with an increased version number and the repository page under 
http://typo3.org/extensions/repository/view/t3events shows an updated 
version (for each attempt).

Does anybody know this behavoir? Where may I file a bug?

(TYPO3 version 4.7.7)
