not drag&drop but nearly:

use a secondary clipboard.

bring your records temporary in the order you wish by sorting to any 
field (you may first show these fields in the list)
then mark the records you want to reorder (and move)
transfer to clipboard (there they appear in your current order)
then you can insert the records at any place (move or replace is 
controlled by the dropdown in the clipboard), this can be the same page 
or another one

(this can be done since 3.6)
