[TYPO3-dev] NEOS: Top of controller tree?

Hello,

In the current TYPO3 CMS the page is the main controller. Plugins are subcontrollers of page.

index?id=55 <= The page id,

Framworks inspired by Rails (including FLOW) start with a data object controller
that draws in the rest of the page.

/news/new
/news/33
/news/edit/33

What about NEOS? What controller is in the front? Does is copy the traditional TYPO3 style with 
a page at the top of the controller tree?
