This is a fatal. Please configure your php in a way that this is either 
shown, or logged to syslog (error_log = syslog in php.ini, a fatal 
should then be logged to some file in /var/log).

BTW: You cannot just rename localconf.php to LocalConfiguration.php. The 
format changed, and you should use the upgrade wizard in the install 
tool to convert to the new format as soon as the fatal error has been 
sorted out.
