This is only partly true, we also search the complete string as entered 
in the extension keys. So if you search for a extensionkey there will be 
a direct match. With the next deployment we will finally have the 
problem of sorting by relevance solved.

The issue is that when first hitting the TER page we need to sort by 
last upload date, but then we need to switch to relevance sorting 
automatically. For the TER this was a bit tricky, but it's solved now.
