[TYPO3-dev] Run TYPO3 in different Context: production, development, etc..

I'm not sure if SetEnv can be used in every PHP setup
(Apache module, CGI, fcgid, etc.) and it's Apache only?!

I'd prefer some easy GUI switch
in the backend or something similar.
