[TYPO3-dev] Unable to log-in to BE - Windows, IIS, PHP 5.3

[This was already posted on typo3-windows usergroup, I decided to post 
it here as well.]

Dear Developers,

I am having issues logging in to a typo3 installation. Even after 
performing a clean install and logging in with "admin":"password", I 
keep getting "Your login attempt did not succeed \\ Make sure to spell 
your username and password correctly, including upper/lowercase 
characters." message.

This is typo3 4.6 running on Windows 2008, IIS, PHP 5.3.6.

Before I 'bug' core developers, can anyone confirm experiencing this 
same issue?
